Meet the Staff
Chief of Staff
Nick currently serves as Supervisor Foley’s Chief of Staff. His responsibilities include all administrative and management operations in the office, with a focus on the Health Care Agency, CalOptima, State and Federal Relations, the County Budget, Real Estate, and Labor Negotiations. He previously served in the offices of State Senator Thomas J. Umberg, Congressmember Mike Levin, and has extensive advocacy experience in both the public and private sector. He is a graduate of UC Santa Barbara. Nick grew up in La Habra and currently resides in Costa Mesa.
District Director, Policy Advisor
Stephanie Wade is a Policy advisor to Orange County Supervisor Katrina Foley related to Veterans and homelessness. A former Marine Corps infantry officer and public-school teacher, she previously served as the Veterans Liaison and Field Representative for Congressman Gil Cisneros. Stephanie currently serves as Vice Chair of the Orange County Veterans Advisory Council, on Orange County District Attorney’s LGBT Advisory Committee, and the Governing Board of the Equality California Institute. Stephanie likes cats, surfing and equity.
Jenni Walker is the Communications Director for Orange County Supervisor Katrina Foley. Her duties include management of social media and newsletter, media advisories and press conference logistics. Jenni previously worked alongside leading automotive manufacturers to improve the collision care industry and better protect consumers. She attended Cal State Fullerton as an English major. Born and raised in Orange County, California, she is delighted to contribute to her home County. During her free time, Jenni enjoys spending time with family and friends, gluten free baking, watching movies, and visiting local cafes.
Alex Rounaghi serves as a Policy Advisor for Orange County Supervisor Katrina Foley. Alex manages policy issues relating to sustainability, airport matters, housing and reduction in homelessness, sober living and detox home reforms, and public safety. A lifelong resident of Laguna Beach, Alex serves as Chair of the City’s Housing & Human Services Committee. Alex is a 2020 graduate of Dartmouth College, with double majors in Government & History. During his free time, Alex enjoys hiking, skiing, and reading.
Cindy Tran-Chang manages policy issues related to transportation and other Countywide issues. A graduate of UCLA pursuing her Master’s in Public Administration from Cal State University, San Bernardino, Cindy’s employment with the County began more than 24-years ago at the Orange County Department of Child Support Services. For nearly 3 decades, she worked as a business process analyst, policy analyst, and operations manager. In her free time, she enjoys traveling, the theater, and attending concerts.
Constituent Affairs Manager
Kalvin is the Constituent Services Manager representing the cities of Anaheim, Orange, and Tustin. He also serves as Supervisor Foley’s animal services policy advisor. His duties include assisting residents who contact the office, attending community events and ribbon cuttings, event planning, updating cities and elected officials in the district about the priorities and initiatives of Supervisor Foley and the County of Orange. Kalvin graduated from Costa Mesa High School and now lives in Anaheim. He first served as a student intern when Supervisor Foley was the Mayor of Costa Mesa and now attends California State University, Fullerton where he majors in Political Science.
Constituent Affairs Manager
Manuel Chavez is the Constituent Services Manager representing the cities of Santa Ana and Garden Grove. He also serves as Supervisor Foley’s Orange County Transportation Authority staff advisor. His duties include assisting residents who contact the office, attending community events and ribbon cuttings, updating cities and elected officials in the district about the priorities and initiatives of Supervisor Foley and the County of Orange. Manuel is also a mentor for Save Our Youth (SOY) and a Director on the Board of the Heritage Museum of Orange County. Manuel graduated from the University of California- Irvine in 2017 with double majors in Political Science and Religious Studies. Manuel is a lifelong resident of Costa Mesa, graduate of Estancia High School and was elected to the Costa Mesa City Council, District 4 in 2018 as the youngest elected councilmember in Orange County. He is fluent in Spanish.
Scheduler and Office Manager
Kimberlee Belli is the Scheduler and Office Manager for Supervisor Katrina Foley. She reviews and responds to all incoming meeting requests for our office, scheduling, setting up and organizing multiple monthly reoccurring meetings. She also manages adjournment in memoriam requests. Prior to working for the County of Orange, Kimberlee worked for 14 years as Supervisor Foley’s Paralegal in her private law practice. Kimberlee and her family are long-time Newport Mesa residents.
Community Outreach Director
Michele Mullen serves as the Community Outreach Director for Orange County Supervisor Katrina Foley and supports COVID-19 Vaccine Clinics through the Orange County Health Care Agency. She assists with special events planning and helps to connect different organizations, nonprofits, and schools through the Supervisor’s office. She previously worked in a private practice and volunteered for mobile dental clinics along with local remote dental clinics for underserved residents. Michele is a Northwestern University Dental School Graduate with a Degree in Dental Hygiene. Michele loves spending time with family and friends, reading, skiing, going to the beach, traveling, and biking. She spent most of her life in Newport Beach and, more recently, moved to Costa Mesa.
